Impact Fee & Nexus Study Consultant

AlphaGov delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. AlphaGov is engaging an Impact Fee & Nexus Study Consultant for current local-government work. You will lead development impact fee and linkage/nexus studies that establish legally defensible fee schedules, including studies under the Georgia Development Impact Fee Act and a housing nexus and financial study for a large city.

We confirm scope, schedule, and fee with you before any engagement begins.

What you'll do

• Build growth projections, level-of-service standards, and capital improvement inventories by fee category
• Prepare nexus analyses establishing proportionate share and maximum justified fees
• Develop fee schedules, credits, exemptions, and financial feasibility tests
• Draft Capital Improvements Elements / fee reports and ordinance-ready recommendations
• Present findings to councils, advisory committees, and development stakeholders
• Contribute qualifications and past-performance narrative to AlphaGov proposals when you authorize naming

Requirements

Required

• At least 5 years of professional experience preparing development impact fee, linkage fee, or nexus studies for public agencies
• Working knowledge of state impact fee enabling statutes (e.g., Georgia DIFA, California Mitigation Fee Act)
• Strong financial modeling skills
• Comfortable as a 1099 project-based consultant

Nice to have

• Housing linkage or affordable-housing nexus study experience
• Public hearing / council presentation experience
• AICP or public finance background
