About the job

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Infrastructure Subject Matter Expert based in the United States.

You will provide technical leadership to government clients across federal, state, territorial, tribal, and local levels. Your work will span infrastructure development, disaster recovery, resilience, grants management, and other public-sector initiatives. By combining engineering expertise with strategic judgment, you will help clients prioritize investments, manage risks, and deliver sustainable infrastructure solutions. You will collaborate with multidisciplinary teams and diverse stakeholders while ensuring projects meet technical, regulatory, and funding requirements. This opportunity offers the scope to influence major infrastructure portfolios while contributing to stronger, more resilient communities.

Accountabilities

As an Infrastructure Subject Matter Expert, you will guide clients through complex infrastructure challenges, providing strategic advice, technical oversight, and practical solutions throughout the project lifecycle. Your responsibilities will include:

•

Advise clients on infrastructure strategy, project prioritization, funding approaches, delivery models, resilience, and lifecycle considerations.

•

Lead technical reviews of project scopes, feasibility studies, alternatives analyses, designs, cost estimates, schedules, permits, and construction approaches.

•

Assess infrastructure needs across water, wastewater, stormwater, drainage, transportation, coastal, energy, public facilities, and community systems.

•

Integrate hazard mitigation, climate resilience, benefit-cost analysis, environmental considerations, equity, and operational requirements into project decisions.

•

Guide compliance with federal funding, procurement, environmental, labor, and documentation requirements.

•

Coordinate with infrastructure owners, engineers, regulators, utilities, emergency managers, funding agencies, and community stakeholders.

•

Resolve complex technical, eligibility, scope, cost, schedule, and implementation challenges.

•

Develop portfolio governance structures, technical standards, review processes, risk frameworks, and performance measures.

•

Provide technical expertise for grant applications, Action Plans, project worksheets, and funding strategies.

•

Review critical project deliverables and provide independent quality assurance and oversight.

•

Mentor technical staff and coordinate multidisciplinary technical resources.

•

Contribute to proposals, client interviews, business development, and thought leadership initiatives.

•

Perform other related duties as needed to support project, client, and organizational priorities.

Requirements

The ideal candidate brings extensive infrastructure experience, strong technical leadership, and the ability to advise public-sector clients on complex projects and programs. You should have:

•

A bachelor's degree in civil, environmental, structural, or coastal engineering; planning; architecture; or a comparable discipline.

•

At least 10 years of progressive experience in infrastructure planning, design, construction, funding, or program delivery.

•

Demonstrated experience leading complex, multidisciplinary infrastructure initiatives.

•

Strong communication and collaboration skills, with the ability to manage competing priorities, meet deadlines, and deliver accurate, well-organized work.

•

Professional judgment and the ability to provide responsive client service in consulting or public-sector environments.

•

Preferred qualifications

•

Professional credentials such as PE, RA, AICP, PMP, ENV SP, CFM, CCM, or an equivalent certification.

•

•

Background advising state or local government executives and managing large infrastructure portfolios.

•

Consulting experience supporting government clients or working in regulated, deadline-driven environments.

•
